Every "top 10 Shopify agencies" list is written by an agency that put itself first. We are an agency too, so instead of another ranked list, here is how to evaluate one properly: where the verified shortlists live, what the work actually costs in India, and the nine questions that sort the field.

Every such list you will read today was written by an agency that did exactly that.
What follows is the thing those lists leave out: how to actually evaluate a Shopify development company, where the credible shortlists come from, and the questions that separate a good agency from a good sales call.
Three sources with actual verification behind them, rather than a blog post someone paid to appear on.

Open three of their live stores on a mid-range Android phone. That single test tells you more than any directory ranking.
Ask these on the first call. The answers sort the field quickly.
The two that catch the most agencies out are the code ownership question and the theme update question. Custom work built directly into a theme with no update path becomes a trap: you cannot take Shopify's theme improvements without losing your customisations.
The third useful one is asking what is out of scope. A team that has actually delivered will answer immediately and specifically. A team that has not will say "we handle everything".

Migration cost is driven by data quality and URL count, not by design. That is the line item most often underestimated.
Nobody controls Google's results. A ranking guarantee means either branded terms you already owned, or an invoice you will regret.
An agency with real work has clients willing to speak. Reluctance here is the single most reliable warning sign.
Deep checkout customisation requires Shopify Plus. Promising it on a standard plan means they have not built it before.

There is no single answer, and any agency claiming the title is marketing rather than reporting. The verified starting points are Shopify's own Partner Directory and Clutch, filtered to Indian agencies. From there, judge on live stores you can open and test, named client references, and whether they answer the code-ownership and theme-update questions clearly.

Generally yes. Indian agency rates run roughly a third to a half of US or UK equivalents for comparable work, which is why a large share of global Shopify builds are delivered from India. The trade-offs to check are timezone overlap for your working hours, written English quality if the agency is also producing your content, and whether the team you meet is the team that builds.
A tier of Shopify's partner programme with requirements around merchant volume and delivery quality. It signals genuine enterprise experience, which matters if you need custom checkout, multi-store or international setups. For a standard build it is not a requirement.
If you only need the store built, a specialist is fine. If the store has to be found, advertised and merchandised after launch, a full-service agency avoids the common failure where a beautiful store launches with no traffic plan and no SEO carried over from the old site.
